Fixes the orphan DEVPULSE_REGISTRY.json shadowing AIPASS_REGISTRY.json bug from S124. - memory: README — document _get_memory_python() resolution chain (env override → memory/.venv/bin/python → sys.executable) accurately. Both fixes from the S124 init-blast-radius incident triage.
