Subject: [PATCH] release: bump version 2.6.1 -> 2.7.0 (pyproject.toml +
 src/aipass/__init__.py, both in lockstep for the v2.7.0 tag guard). MINOR
 bump per Patrick: PR659 ships new user-facing capability - owner-capability
 model + spawn sync-registry --check/--fix + aipass doctor owner health/repair
 (DPLAN-0231/0239), fleet-wide subcommand help contract (#686). Rides PR659
 ahead of the merge so origin/main carries 2.7.0 for the tag.
