Passport had set citizen_class: "birthright" but these branches have full apps/ with 3-layer architecture. Changed to "builder" and ran spawn update to add missing operational files (pytest.ini, docs/, tools/, artifacts/, DASHBOARD, flow.local.md, etc). Seedgo audit now passes on all three.
