26f120ab07 feat(drone): restore activated commands — scan, activate, list, remove, execute

Human CLI for custom command shortcuts. Scan branches to discover commands,
register them as aliases, and execute via greedy multi-word matching.

New commands:
- drone scan @branch — discover available commands
- drone activate @branch — register all as shortcuts
- drone list — show custom commands
- drone remove <name> — delete a shortcut
- drone <shortcut> [args] — execute custom commands

New files:
- handlers/command_registry/ — CRUD, lookup, formatting (3 files)
- handlers/scanning/ — branch scanning, formatting (3 files)
- modules/commands.py — command orchestrator
- modules/scan.py — scan orchestrator
- tests/ — 101 new tests (289 total, all passing)

Seedgo audit: 98% (log_structure pending checker fix)
