fix(system): S59-S60 cross-branch fixes — stale refs, queue spam, close bug, template (#141)
- Daemon: 14 stale @dev_central→@devpulse and @seed→@seedgo refs fixed across 12 files
- Prax: event_queue spam eliminated (144k logs/4hrs), cortex→spawn refs, bypass added
- Flow: close_ops hardened with shutil.move + auto-healing for orphaned plans
- Spawn: builder template handler guard populated, conftest registry protection added
- Seedgo: handler guard pytest exception, test_json_handler fix
- Commons: extract_mentions dedup bug (SELECT DISTINCT LOWER)
