Subject: [PATCH] Remove Plank dock and increase MATE panel size to 36px

Plank caused layout issues on screen rotation. Panel bars bumped
from 28px to 36px for better usability on the GPD Pocket 3 screen.
Exports dconf state for mate-panel and mate-session.
