getSlaRestrictedEbbItemIds() was treating all ability-type items as Ebb
abilities and deleting them from non-Ebb characters. Vevaphon morph form
abilities (Brute Form, Stalker Form, Raptor Form) are not Ebb items —
exclude them by both flag check and name so they survive the enforcement hook.
