feat: racial natural weapons + specialty icons (v1.4.0)

Weapons added (4 new, total 36):
- Shaktar Claws: melee, DMG 2, AP 1, ROF 2, Engaged
- Stormer Teeth: melee, DMG 3, AP 1, ROF 1, Engaged
- Stormer Claws: melee, DMG 3, AP 1, ROF 2, Engaged
- Vevaphon Claws: melee, DMG 2, AP 1, ROF 2, Engaged

Icons added:
- 4 new weapon SVG icons (weapon-shaktar-claws, stormer-teeth, stormer-claws, vevaphon-claws)
- 16 specialty SVG icons replacing broken Foundry defaults (icons/svg/ paths no longer exist in v14)
  Fixes: Hard Hitter, Sniper, Fast Reflexes, True Grit, all others now have custom icons

Packs rebuilt: sla-weapons (36), sla-specialties (16)
