fix(scaffold): add builder operational files to commons and skills (#19)

Changed citizen_class from birthright to builder for both external projects.
Manually added missing operational scaffolding (pytest.ini, docs/, .gitignore,
aipass_local_prompt.md) since spawn update can't reach outside src/aipass/.
