Add Stormer Vevaphon — polymorphic morph system with instability tracker

- 3 morph forms (Brute/Stalker/Raptor), each costing 1 Instability on activation
- Instability tracker (0–12) with minor effects at 6+, Morph Panic at 10+
- Morph tab on character sheet: shift buttons, bar, panic reference
- actor.js: isSlaVevaphon(), setSlaVevaphonMorphForm(), adjustSlaVevaphonInstability()
- CSS: instability bar, morph buttons
- Character generator: morph constants, derive, generate() wiring
- template.json: morphForm, vevaphonInstability, morphNotes
